The Angolan government has rejected an offer by the UNITA rebel movement to resume talks, Portuguese radio said on Wednesday. According to the news report an official declaration was made through the embassy in Lisbon in which the government said: "Savimbi no longer has legitimacy to negotiate, there was a new UNITA leadership elected at congress, the new leadership is open to dialogue. Mr Savimbi has already shown that he does not keep his commitments."
